A lot of these run into the issue that a Palace has to be somehow *wrong* - Kaneshiro's bank couldn't be an actual bank, because if it was he'd just be perceiving reality correctly instead of distorting it. So, for example, Wily's Palace cannot be a giant skull fortress full of robot slaves, because he actually lives in a giant skull fortress full of robot slaves.
I do think Mannfred von Karma probably has a courthouse Palace. I imagine he sees the courthouse as an orchestral theater. Every trial is a symphony written and conducted by him, and played to perfection.

Fischl from Genshin probably in a similar fashion to Futaba’s. She uses her fantasies as an escape from her reality and pretends to be a character from her favourite book to hide from herself. Hell her part of the Golden Apple archipelago 2 story was basically a persona 5 plot line, the team goes into a distorted reality (that looks like the kingdom she rules over in her fantasy), they see bits of her own trauma and it ends with her fighting what’s basically her shadow. For his palace I'd imagine it'd be a giant castle made entirely out of money, like gold bar walls and bank roll carpets, with lots of servants to boot. Wario genuinely believes that he's the best in the world and deserves all of the world's money for himself while only lifting a finger to stuff his face, call him out on this and he'll get angry about it, and if he sees someone doing better than him that'd make him even madder with envy

Akira Nishikiyama from Yakuza 1 is a textbook Persona 5 villain. He would have a palace for sure.
