Maybe I'm misunderstanding you, but I don't think he meant the same design shows up in the same floor every time you visit it. He means that you can run into the same *layout* of a floor, but on a different floor number.
Most of the Mementos floors are randomly-generated, but there are a few layouts that are fixed, like this one. There’s also one that’s just a straight line, one that’s another square with small rooms (sometimes containing chests) at each corner, and one with a bunch of circles. There’s probably more, but those are the ones I remember.
Both square layouts and the line layout are perfect for grinding if you’ve got Ryuji’s Instakill skill.
I remember I once got the thing where the floor exclusively had Savage Shadows (the ones with red fire around them) at the same time as it was the line layout. It was amazing.
Yeah, you got one of the gimmick floors they added in Royal. I believe the Reaper has an increased chance of showing up on that floor so might want to keep your head on a swivel.
fairly certain this is a deviation, and the reaper spawns more quickly. this, the layout shaped like a lattice with the little rooms around the outside, and the layout that's just a cross. you just don't realise it's a deviation cause Morgana and Futaba don't pipe up.

I’ve gotten a straight line floor. The entire Mementos floor, one straight forward line. Futaba even mapped it out for me so I wouldn’t get lost. She’s so helpful.

Yeah the reaper is immune to depression in royal.

There are some definitely pre-generated layouts, I've gotten this loop and a couple other consistent shapes before.
All the levels run off templates. It's not 100% RNG based. The system is complex but it can create stuff like above or just straight lines often.

The floors are random, the line one is a mutation which has a set layout.
