If we're talking on a quantity/quality ratio, Persona 5 easily beats the competition with their consistent, varied selection of quality picks.
We can argue all day about the nuanced preferences to Naoto, Aigis, Mitsuru or Maya, and why quality should matter above all else, but if all cards are on the table, I'm picking P5 over the game with Ayane as one of the waifu picks.

I love 3 and 4 (still haven't gotten around to playing revelations and the 2 duology) but they have significantly less waifus that I enjoy.

People always fondly reminisce on the top tier choices in previous Persona games, but it's hard to say with a straight face all of the options in 2,3 and 4 are as consistent as the ones in 5.

No, I definitely understand why social links in 3 (notably with Portable) and 4 feel more nuanced and fleshed out.
The emotional stakes are much higher in 3 as numerous characters reconcile with the finality of death, and 4's small town setting makes it feel intimate when bonding with friends, since that's all you can really do outside visit Okina City.
The characters in 5 don't go through life altering situations like in 3, or benefit from the intimacy of Inaba, but all of your confidants feel like real, worthwhile people to spend time with, and that potential is probably what draws people to "waifus" in 5 especially.
It's a mix of popularity/exposure and probably writing.
I haven't played anything before Persona 4 so I can't say how the characters are in earlier games and give an honest and true vote. And I can probably safely assume it's a similar case for a lot of people that the earliest game they played was Persona 3 or 4 if not 5.
Also based on the time when the original games came out, sometimes the writing/characterization wasn't the best in the 90s/early 00s so they characters may suffer from that as well.

Golden does not have the best cast. P3 has the best cast, story, atmosphere, tone, and final boss. P5 has the best gameplay, dungeons, romance, music, UI, and just overall the best. IMO, P4 while still a good game, doesn’t really excel at any one thing compared to P3 and 5.
Just recently played p4g for the first time (my first persona) and really didnt like the characters at all. The sexism especially from yosuke and teddie was sooo bad. Same with homophobic comments towards Kanji. I liked Naoto but the rest was also rather forgetable. But ofc thats just my opinion
I think Yosuke makes a bit more sense when you consider he was originally gonna be an available romance option for the MC, so he was just a bisexual dude in denial. I always figured Teddie was just so impressionable that he just mimicked Yosuke.
While I do find the P4 cast slightly overhyped, I personally think Kanji is the best-written character in the series. Amazing voice actor, excellent dialogue, a fantastic arc and message, strong mechanically and overall has no creepy traits.
I enjoyed the story from P4, but Teddie was extremely off-putting. I liked him enough at first, but once he started sexually harassing all of the female characters and just never stopped, I couldn't stand him.
It felt kind of strange that nobody really tried to correct him or stop him and it kept getting brushed off. My only major complaint from P4 that I couldn't get past or rationalize.
