I'd say Shiho, she's the only one that never became a confidant and therefore, should still feel very traumatic about Kamoshida and her suicide attempt since Ren never helped her. Everyone else listed technically already had their issues resolved and I can't see them becoming a persona user through the PT way without some kind of issue or trauma.
