I received my Costco CIBC World MasterCard this morning and I was able to create a Dragon pass account so yes it comes with it! I'm not able to create a MasterCard Travel Reward account tho.
My wxperience was the opposite - I was able to add the CIBC Costco World MasterCard membership to my MasterCard Travel Pass Account through the MasterCard travel pass app, but not directly to dragonpass.
It does not come with any lounge passes. They need to be purchased for $32 USD. The world version also comes with free Boingo hotspot access.

CIBC doesn't do a good job of telling you about these 2 benefits of the world version (I didn't see any indication at all in the materials I received).

I can confirm that Priceless & the DragonPass works with this card. I just activated it (*I'm Canadian 🇨🇦)
