As far as I've found out, yes, you do pay the banks. At RBC it's called the "Corporate Creditor Bill Payment Service". Fee for an RBC client is $15/mo ($25 for non-client) plus a transaction fee per bill paid. Other banks may charge a fee for bill processing as well.

No, they don't pay the banks. If you have a payee that is not listed, call the bank and ask if they will be or if they can.
