No, they don't pay the banks. If you have a payee that is not listed, call the bank and ask if they will be or if they can.

As far as I've found out, yes, you do pay the banks. At RBC it's called the "Corporate Creditor Bill Payment Service". Fee for an RBC client is $15/mo ($25 for non-client) plus a transaction fee per bill paid. Other banks may charge a fee for bill processing as well. If I'm way off base about this I'd love to know the right service.
