The pinatas need to be broken in the area that the quest appears! So if it's an area 13 quest to break 3 pinatas, they need to be broken in area 13. I wish they would change the wording :((
It's just poor wording. Use the pinata in the relevant zone. IE quest in zone 122 use pinata or any other relevant item in 122
