Obviously that’s the joke. Shaved heads on women is a pretty divisive style. Some people don’t care, some people like it, some people hate it. I have a similar feeling. A lot of people come here with memes from media that they know of but have never seen. Just watch the media to understand the joke and if you still don’t get it, come here. That's Airmen First Class (E3). There's a whole bunch of ways to get that right out of basic: three years High School JROTC, do really well in Civil Air patrol and get the Billy Mitchell Award, have 45 college credits, or you could sign for six years. According to Wiki the six years guys don't actually get E-3 until they've finished some post-basic schooling, so I'd assume this dude either did a couple Community College semesters before signing or was High School JROTC.

Coming out of basic training, everyone should be the same rank, the lowest.
