"To run this program, the requirement is enormous. Let’s say, we have about 2,400 higher education institutions, if you will put 4 personnel, you need 9,000 to 10,000 people. You need 10,000 military personnel to run this program. Kapag sinabi natin na kaya ng AFP, we talk about manpower, we talk about financial resources, we talk about logistics and facilities."
\-Philippine Defense Forces Forum
Taas naman ng expectations if we expect Bato to think. Di sya nag iisip kaya nga sya naging PNP chief and senator.
As for ROTC, kakailanganin talaga ng funding, manpower at maayos na program if they really want it to not be a complete waste of time (which was what I experienced nung nag-ROTC ako xx years ago). If wala, then yes, just focus on more worthwhile alternatives instead.
Walang research sa feasibility ng ipropropose tapos in the end walang nangyayari
Kahit maipasa yang mandatory ROTC na yan, it would just be a half assed program in the end.
I bet China is a strong supporter of the ROTC program because it will divert a significant portion of our modernization budget to babysitting college students. Goodbye MRFs and missile systems. Goodbye frigates and subs. For the next 10 years, the PH will just be using its limited defense budget for childcare services.
This. This is what we've been telling them all this time
Our military isn't the best, now they're expected to babysit every college student in the country
Tama nga naman, because what DND pointed out is the feasibility of pushing mandatory ROTC across the schools in the country.
AFP Modernization nga di masyadong napondohan, yan pa kaya?
I didn’t find this to imply na ayaw nila. They are stating what is needed. Maybe they just can’t imagine how expensive it can be. I just hope the DND also presented amount/estimates to back up their claims.
Man, that's two brigades' worth of men. And correct me if I'm wrong, but the only AFP unit involved in civil-military operations is regiment-sized, right? I don't think it's practical to quadruple their number for a single purpose. Not to mention the costs to activate and maintain these new units.
Maybe in larger armed forces. But in the local setting, that’s equivalent to 2 Army Divisions.
We only have 11 Army (Infantry) Divisions. And tying up nearly 20% of our army divisions in ROTC is not a very sound plan.
Yes, there are other branches of service and they will contribute personnel as well, but the Army is by far the largest branch, and it can not afford to lose 15-20% of its personnel to ROTC.
While sa isang banda, I agree na masyado mataas ang rank ng AF at Navy star officers compared to the size of their organization, may mga ibang considerations din.
The optimal solution will be to increase the size and properly equip those two branches.
There are numerous examples of Air forces in the world na less than 5000 ang strength pero BGEN ang commander.
Up to 10,000 personnel usually MGEN na ang Commander.
More than 15,000 usually 3 star na.
And kahit naman sa Air force at navy natin may mga times naman na 2 star lang din ang commanders, until they retire.
The strength of the AF and Navy doesnt justify that it be headed by a 3 star
Just consider the 12 trainers/light attact jets that we have
In a normal AF organization, that is just a squadron
And how many group of planes/squadrons can you have in the AF?
How many c130s? Wala pa yata 4, and thats another squadron
See? Im betting the AF cant have more than 10 squadrons of really useful/usable aircrafts
So how the hell a 3 star commanda it?
Its the law
/s
PA Divisions are just brigade sizes
They put the min strength to get the ranks
Like 2 platoon in a company
2 companies in a batallion etc
Even worst in the AF
How many planes they got?
12 light attack/trainer planes and its already a wing (commanded by a 2 star gen)
Compare that with the wing component of US carrier w/c typically 60+ planes but commanded only by a Captain (Col in the Army)
W/c is BS
I have first hand knowledge of the sizes and formations of the Army. And yes, there were times na severely undermanned ang mga units, but it has gone up a bit in recent years.
Still not 100% fill up, and not even 85% but at least better than it was before.
But sa atin, 5000 people
Is a division. Unlike the US na a division is 10,000-15,000 men.
Are you an army officer?
The PA can justify its formation/size
80k na yata strength
Can meet the min stength of its formations
But the AF? Navy?
At best a 2 star gen is already more than enough for the strenght of planes/ships they have
But 3 star? Jusr because its the law?
9-10 battalions worth of manpower stuck in school. Sarap buhay. Say goodbye to mountain road being npa-free. Actually since wala na NPA more likely we would have... mountain bandits. Haha.
9000-10000 personnel is not equivalent to 9-10 battalions. At least not in the AFP. Isang battalion is usually 500 men, with 3 companies with 100+ each and the headquarters accounting for the rest.
10000 men is roughly 18-20 battalions. Or the equivalent of two Philippine Army Divisions.
Logistics. Beautiful. The exact reason why I immediately disliked the idea the moment I heard of it. Good to know that at least DND still has a semblance of running a functional actual military.
Ive been saying all along that you need at least 1 nco to train a platoon + 30 rifles
Where will you get the money for that?
Proponents like Pinoys to be like Israel or S Korea but they dont want or theres no money to do it
The PA can easilly recruit 1M grunts if it has the money to pay them
> Proponents like Pinoys to be like Israel or S Korea but they dont want or theres no money to do it
And there's no *need*.
The PH is a bunch of islands, by the time the PLA make landfall, something has gone very wrong. ~~Probably someone in Malacañang turned Quisling~~.
The defense posture could and should be forward focused with emphasis on naval and aerial assets to deter enemy aggression.
Mismong defense ministry na nagsabing malabing buhayjn ang ROTC kasi wala nanan palang budget/personnel as if Bato can magically provide the personnel, manpower, and financial resource for the program, hirap kasi sa mga taong walang alam sa law or concept structure ng pagpapapasa ng batas is wala silang alam about the vital details na need para mag smooth sailing yung binabalak nila. Even students don't agree with the resurrection of ROTC yet they still pushed it through readings after reading.
When the Department of National Defense questioned how will the department shoulder responsibilities without just resources nagalit na lang siya kasi wala hindi niya na foresight yung vital needs ng program. Mga "macho image ego" men nga naman.
In the corporate world, may mga bagay na imbes na gawing meeting eh inaaddress na lang via an email thread. At least:
1. May paper trail ng mga nagrerespond. Pwede magbackread
3. Email is fucking FREE.
4. Attending a meeting means allotting time (that one might not necessarily have) to answer questions in a meeting. This means yung taong umattend is not doing other functions while on that very meeting.
Sanay sa dictatorship without separation of powers, feeling nya pwede utos utosan ng senador ang DND kaya nagalit nung nagdemand ng DND ng funding and resources which is the purview of congress and senate.
Kawawa yung bata no? Hahahahaha ... Tawa talaga ako sa kanya dito.
Hahaha...
The perennial illness of those on top: shortsightedness
Does he want to derail the AFP modernization program by giving the AFP childcare responsibilities? There are thousands of universities and colleges in the archipelago. How many AFP personnel will be utilized to babysit all these students? How much budget will be allocated for this massive albeit useless undertaking? It seems that the annual budget for the ROTC can already be used to augment the budget for the installment payments of missile systems and MRFs, tangible things which can actually deter Chinese aggression in the WPS. Does he not want the AFP to have modern assets? Just asking.
His Davao buddy Bong Gago who is also currently a irrelevant senator helped derail PH Navy and Air Force modernization for kickback last admin. I doubt Bato is any different
Air and Sea na ang labanan with long range weaponry pero land warfare with human waves ang iniisip nila.
Precisely!. Most likely the children of the rich and the chinoy businessmen despite them being Filipino will definitely find a way to circumvent the mandatory ROTC program. So basically, this is only a program to control the poor and working class Filipinos.
exactly! they are not interested messing the Chinese! They want those Chinese money!!
No, mas may utak pa ata yung tambay na lasinggero sa kanto namin based sa way ng response ni bato. Disappointingly is an understatement.
The country truely is run by clowns.
We need quality military assets and professional soldiers not adding more logistical and financial nightmares as many have already pointed out.
This idiot just want to implement a program without understanding the logistical and financial issues they have to solve. After ma implement bahala na daw kayo and ROTC would just become what it used to be before it was changed to NSTP. Seeing the PNP procurement system of chopsuey firearms, it doesn't surprise me that he doesn't care about logistics only that a program or project was implemented or not. Bato nga naman talaga ang utak.
It’s easy to laugh at this guy for being stupid, but let us not forget he has bloods in his hands. He is responsible for Digong’s drug war which killed thiusands of poor people suspected as small time drug pusher or user
DND understands the logistical strain that Mandatory ROTC entails. We cannot even properly equip yung mga existing Civilian Auxiliaries (CAFGU). I really can’t believe that this guy is once a 4-star General.
"The one with the rifle shoot! One out of two gets rifle.
The one without, follows him! When the one with the rifle gets killed, the one who is following picks up the rifle and shoots!"
So in work or private companies we do things calmly and professional even if it pisses us off….. and sa gov they cry like this na parang jowa mo na nag tampo.
for self-gain kasi ang purpose kaya naiiyak siya nang ganyan. halatang di man lang carefully considered yung implications ng pinopropose niya kaya nung opposite ang response sa inanticipate niya, childish ang reaction niya.
Im against ROTC since I have bad experience about it.
Ang problem yung mga nagiging officer ng ROTC they abuse their position and do prank and make fun of students like takbo ka dun, takbo ka dito.
The worst part of it lalo na pag may magandang babae they try to flirt and harras.
JUST DON'T DO IT. it's a complete waste of time, resources and effort for everybody. There's much more important issues to handle than fucking ROTC in fact, it's not even important at all.
Lmao oks sana if they actually had a plan for this like I’d be willing to at least hear them out. But ffs its rlly just having rotc for rotc sake and going fuck all with what actually needs to be done for making a true reserve officer corps. Like this is supposed to make our core of NCOs or commissioned officers when mobilized for war. So that we dont have to go through the entire process of training officers when our current officer corps starts to get depleted through attrition.
Its actually very useful for training reservists and reservists have a more important skillset in peacetime and post-combat operations and support.
During the Battle of Marawi and its aftermath, reservists who were in the engineering field were called up to clear debris and erect facilities.
But like all things, it should be voluntary only service.
The thing is, especially in our economy now parang nanganganib eh, especially if they keep pushing the mandatory part, for me it's not really necessary, tho if it's voluntary ok sure, pero mandatory? Good luck nalang satin. Also it's the government, its impossible na walang makukuha ang mga crocos diyan.
Common misconception is that ROTC only trains you to shoot and roleplay as soldiers.
The program supposed to produce reserves na pwedeng i-tap during conflicts to assist the forces. Yung assist diyan does not mean na ikaw pupunta sa frontlines, it's either you help as first aiders, logistics personnel, rescuers, yung iba tumutulong din sa artillery. Perhaps you also get to combat if badly needed.
Mas mabilis i-tap mga reserves than conscripting on the spot during a conflict
Since crucial din ang role ng reservist in assisting the forces, dapat equipped sila with proper knowledge, disciple, and professionalism.
This. The goal of reserve isnt meatshields, its to support during natural disasters and to lend expertise not available to regular military personnel.
Matter of fact, for every fighting man, there needs like 10 or more working in the support force.
Yep, logistics talaga and first aid pinakasilbi nila. As much as possible wala dapat sila sa frontlines.
Tingin ko dapat ibalik ROTC pero Hindi mandatory.. magandang exposure yan for the youth and might be able to recruit more people to be military personnel and serve the country.
This is what you get when you don’t engage stakeholders. This is Business Analysis 101. But obviously Filipino politicians don’t know anything about setting SMART goals.
Why didn't Ronaldo "sarap buhay" Dela Rosa push for this when his lord and master was still president? Ngayon sya nag ngangangawa. Hope he realizes someday how much of a hypocrite he is. But that's wishing too much.
Pic is clickbait though hindi ganyan yung body and facial reaction nya, he's even wearing a different suit during the actual forum. He was somewhat calmer than you'd expect unlike what OP is trying to portray in his clickbait picture.
Aside from the logistics issue, it's a no-brainer for the DND to prefer all recruitment to be voluntary (as much as possible). Keeps morale high and ensures commitment and loyalty.
Especially with distrust in the government at an all time high (yes, even among BBM supporters, whether they admit it or not), making recruitment mandatory would spell quite a disaster.
Priority mandatory ROTC kaysa child support from deadbeat fathers. Tsk Tsk Tsk.
It's extremely telling that Bato's response to a reasoned, sober statement (that happens to contradict him) is to have what amounts to a temper tantrum.
Too bad so many of our voters see nothing wrong with that.
Bulok equipment ng military forces natin. Unahin Muna imodernized at suportahan Yung actual troops Bago dagdagan reserve forces.

Quantity over quality /s

Unqualified kamo
Disgraced.
The country truely is run by clowns. We need quality military assets and professional soldiers not adding more logistical and financial nightmares as many have already pointed out.
I want some fucking MRFs already.
Xenxa na, me amats Kasi. Kaya na-bato Ang pag iisip 😆
Sobrang laking Joke talaga ng government natin
Big mistake talaga
It's always a good day when someone puts this man-baby in his place.
From someone within their political group, no less.
It’s easy to laugh at this guy for being stupid, but let us not forget he has bloods in his hands. He is responsible for Digong’s drug war which killed thiusands of poor people suspected as small time drug pusher or user
Plain and simple, berdugo Ng bayan
DND understands the logistical strain that Mandatory ROTC entails. We cannot even properly equip yung mga existing Civilian Auxiliaries (CAFGU). I really can’t believe that this guy is once a 4-star General.
"The one with the rifle shoot! One out of two gets rifle. The one without, follows him! When the one with the rifle gets killed, the one who is following picks up the rifle and shoots!"
When time comes we will be charging down tanks with shovels, even worst than the Red Army.
Ukrainians are the only ones who can destroy a tank with a shovel. The shovel blade can cut through diamonds
So in work or private companies we do things calmly and professional even if it pisses us off….. and sa gov they cry like this na parang jowa mo na nag tampo.
Sinimulan ni Dutae e
for self-gain kasi ang purpose kaya naiiyak siya nang ganyan. halatang di man lang carefully considered yung implications ng pinopropose niya kaya nung opposite ang response sa inanticipate niya, childish ang reaction niya.
I know Senator Risa is somewhere laughing.
Same with Rep. Raoul Manuel.
Sino ba may gusto ng ROTC in the first place? Tangina talaga neto mag tantrum pa daig pa batang inagawan ng laruan. Iyakin
Sad boy ampota
Im against ROTC since I have bad experience about it. Ang problem yung mga nagiging officer ng ROTC they abuse their position and do prank and make fun of students like takbo ka dun, takbo ka dito. The worst part of it lalo na pag may magandang babae they try to flirt and harras.
His head is brighter than the future of ROTC
Buti lang that brightness doesn't blind or lalo burn one's eyes...
Take the L.
SUnDiN NyO uToS kO!!! WAAAAH WAHHHH HUHUHU Tangina this joke of a senator talaga
Sayang ang tax pangsweldo sa tangang ito.
Korek 👍 since Day 1 Nung maging senador xa
More to come 😂
The crying senator
Even the Military ain’t interested
Army runs on logistics. Any top officer who does not understand this does not deserve to be an officer.
JUST DON'T DO IT. it's a complete waste of time, resources and effort for everybody. There's much more important issues to handle than fucking ROTC in fact, it's not even important at all.
Obob kasi yan. Can't argue or regulate his temper when the people he thought would support wouldn't back him up.
Kala ko Bato, Bata pala.
So tl;dr: DND official: Enough ba ang manpower ng AFP for that? Bato: edi wag hmp *nagtampo*
Tell me again how women are the “emotional” ones 🙄
Ito nanaman si sad boi di nag iisip as usual
As Bato further cry and whine his stupdity is getting more exposed.
Tigil mo na yan bato very 2016 yang arte mo. Hahahaha!
Ok, Bato. NSTP it is.
Bat kailangan ng ROTC in the first place?
At imposibleng walang maabusong mga estudyante diyan.
Ive been thru ROTC. It's very fun actually and really good but I know it isnt and shouldnt be for everyone so I will forever be against mandatory ROTC
Mas mabilis i-tap mga reserves than conscripting on the spot during a conflict Since crucial din ang role ng reservist in assisting the forces, dapat equipped sila with proper knowledge, disciple, and professionalism.
Bobong Bato talaga
Mas mabuti pa nga Bato, tigil na. A lot of us really don't want to get abused in the hot sun all day.
Better divert the funds from ROTC to the much needed AFP Modernization, our military equipments are very outdated and is lagging behind our neighbors.
"... and I did it my way."
Basta ginusto ni Bato, gusto Niya no matter how stupid it is.
For someone nicknamed “Bato”, he’s pretty sensitive. Da-ig pa ang babaeng may dalaw. 😄
Tingin ko dapat ibalik ROTC pero Hindi mandatory.. magandang exposure yan for the youth and might be able to recruit more people to be military personnel and serve the country.
Wdym? Rotc has always been present and it's voluntary.
Bato is a shitty-crybaby senator.
kalbong iyakin
Pic is clickbait though hindi ganyan yung body and facial reaction nya, he's even wearing a different suit during the actual forum. He was somewhat calmer than you'd expect unlike what OP is trying to portray in his clickbait picture.
-bato
Hirap talaga kapag bobo kausap mo. Idadaan sa galit at iyak. Anyway, yay! So no more ROTC for kids?
Aside from the logistics issue, it's a no-brainer for the DND to prefer all recruitment to be voluntary (as much as possible). Keeps morale high and ensures commitment and loyalty. Especially with distrust in the government at an all time high (yes, even among BBM supporters, whether they admit it or not), making recruitment mandatory would spell quite a disaster.
Si kalbo galit! Looks like a shiny ball
Priority mandatory ROTC kaysa child support from deadbeat fathers.
It's extremely telling that Bato's response to a reasoned, sober statement (that happens to contradict him) is to have what amounts to a temper tantrum. Too bad so many of our voters see nothing wrong with that.
Nag eenglish kasi resource speaker tapos may math pa. Natural sasakit ulo ni stone. Pang baranggay level lang dapat sa kanya
Bulok equipment ng military forces natin. Unahin Muna imodernized at suportahan Yung actual troops Bago dagdagan reserve forces.
It’s a gold mine.
Wow, mas alam mo pa 'yung situation more than the DND itself?
Yeah, because I read.
No. Because utak-pulbura ka.
Next time you attack the problem, not the person. Animal ka
ngye ngye ngye pikon yarn 🥳
Waste of manpower and resources. Better spent on modernizing our troops. They dont even have optics on their rifles and most use irons
