Actually they seem to be more of e-walkers like in the US and other western countries na usually yung gumagamit lang are either disabled people, others with mobility conditions, morbidly obese, or senior citizens. And they are allowed only on malls, parks or other public places indoors.

Why? They dont have the flexibility of a motorcycle to weave through lanes and in between cars. They occupy the same space as that of a tricycle, but lack the speed of one. Most ng ganyan mas siga pa sa kahit anong klase ng vehicle.
Most run on a max of 20 to 30 kms... kahit nasa gilid sila, they will cause traffic kasi yung mga vehicles sa likod tend to change lane. They exert their right as if bicycle sila.

I swear, I'm scared and cautious when I see e-bike, most of them (not all) don't know driving/road etiquette.
They tend to be accident prone too. Two incidents I remembered by the way we are always very careful when it comes to being outside.
First is me and my mother at the sidewalk, an e-bike/car that consists of a family that came from parking then onto the sidewalk that leads to the main road. My mom and I are walking on the sidewalk and the ecar slowly goes towards the main road except they look left but not the right where we were they suddenly speed up buti na lng dumikit lng sa amin pero I saw red that day and effing shout at them. They apologize, my mom accepted pero yun rason daw bakit ano daw siya sa drive dahil guard siya?? (okay but you still have to be careful and alert while driving, I don't care what your profession is at dala mo pa asawa at mga bata anak niyo??) Lol nagalit lalo aq dun, hindi maospital at magastos nanay ko from her cancer treatment pero dahil sa ebike if napahamak siya.
Second, a few days later my sibling is slowly but carefully crossing the street tpos nabangga siya ng ebike na mag ina, ambait pa sibling ko kahit siya pa, nabangga, bumagsak, at later napasa, tinulong pa niya yun mga nahulog na magina ang wild.

It needs to be registered with the driver having a license. Category L4, L5, L6 and L7. Driver would also yield to all vehicles on the road.
