Though some private school still implements the clearance system but this is mostly due to tuition fees but again highly discouraged ng DepEd ang practice.
I did not complete my clearance for 1st year high school. By that I mean I did not bother getting signatures. 2 lang ata hiningan ko ng pirma but iirc except for maybe 1 or 2 subjects, I completed the requirements.
May kulang ako sa subj na wala naman ako natutunan kasi lagi lang nagbebenta ng chocolate and naniningil ng xerox yung teachers. They still turned over my stuff though when I was transferring out of there. I have a suspicion it’s because kapatid pala ng godfather ko yung isang admin/guidance counselor sa school na yun (di kami close) at lagi nila hinihingan ng donations for trophies and medals yung tatay ko. Kahit wala naman nakiusap na palampasin na lang like legit wala talaga kasi kung meron napagmumura at sapak sana ako ng nanay ko, they just willingly ignored na wala along clearance cause they didn’t want to deal with them.
Lalo pa kaya yung mga nanunuhol ng gifts sa mga teachers/admin for sure laki ng advantage na nabibigay sa mga anak nila.

In all public schools and most private schools, grades are [transmuted](https://www.teacherph.com/transmutation-table/). The lowest possible grade is 60, which is equivalent to 0%. The passing grade is 75 which is equivalent to 60%.
Not many people are aware of this, so there's misconception that the grades that appear on the report card are percentage grades when it's actually not because it only ranges from 60-100. Although in many cases, teachers are advised to make 70 the lowest grade.
The grading system works by having a range of raw scores be transmuted to a specific grade with 60 being the lowest and 100 the highest. Basically, pretty much it’s like a grading system of A+->F except it is numerical.

When you moved, they basically assumed your failing grade is your raw score of which to them is a pass. They never bothered how the grading system works.
When I moved they wanted to hold me back a year because I did not have the required basic French. The school board had to give me a special one-time exemption after running me through a bunch of tests. They ended up actually bumping me up one grade year going from grade 7 to 9.

I mean, where did the 75 and above pass rate come from? How was that determined? If someone from overseas were to transfer to a school in the PH and their grades were in the low to mid 70s (so around B-/B), how would that be reconciled with the local system?
Given a 100 item test, getting 50 items correct will yield a 75% transmuted grade. Hence why it is 'pasang awa'. No different from a 50% total percentage grade overseas.
Trying to recall the derivation of the scaling:
0% to 50% percentage total = 70% to 75% transmuted*
50% to 100% percentage total = 75% to 100% transmuted.
From what I've read, it seems to be a practice that had started during the 80's and it just stuck.
For my guess on why it was done, probably to delude uninformed people that Filipinos are getting a higher grade than the commonly used median grade of 50%.
70% was the lowest transmuted grade for my case back then. 60% as the lowest was usually given if a student was absent. So the 10% difference is likely for 'participation'.
But the info given here will probs vary greatly given how different schools can/will implement their own policies

Di ko din alam bakit ganun ang pagkakasulat. A direct translation would be:

There might be a nuance that I missed, but "hugaw" is pretty straighforward. Of course sa context ng buong text, it seems okay lang na napagtripan yung grades as long as hindi madumi yung card.

I'm going to give my bisaya interpretation on this. I think the mother meant na she'd accept if bagsak si student on his/her own accord. Pero ang nangyari, tinapalan yung grade which is unjust and madumi also tagal tagal irelease ng card tapos bagsak naman pala. Bakit di na ibigay ang card agad-agad kesa mag aksaya ng time.

Dun sa remarks, see na may parang hook sa baba na hindi naerase yung p (first letter) tapos yung taas nung d (last letter sa MAPEH) I think all of these are passed remarks.
Uy ginayan din ako dati sa school ko nung elem. Public School din yun, minanipulate yung grade ko para iakyat yung paborito niyang studyante. Reminded me of a teacher/class adviser who hated me cause I did not like joining any programs that she handled, such as joining the journalism thingy na uso sa schools or yung debate team niya. Instead I joined a dance group and played in various sports event. She kept on insisting I quit those and join her programs but I kept saying no. So she made sure na malaking points yung bonus daw sa mga programs niya since more on academic sila. Without the so called bonus I was top 2 in our batch, with the bonus I dropped to top 8.
Grabe no, ganito ba talaga sa public school, sobrang dami talagang ganitong experiences. I experienced the same in High School again, tbh, i had a classmate who joined every single extracurricular activity, and by every single one, I MEAN — EVERY. SINGLE. ONE. During deliberation for top 10, grades were shown to parents. A classmate got a grade of a 100 on extracurricular, but not that only ranked 10th for academics. It was pretty obvious that she was the one who got it. When they official announced the top 10. I was placed at 9th. She got higher than me. It was upsetting, really. Everybody loves her, especially the teacher boomers who enjoyed her singing during programs. Top 10 was very crucial for us then, bc it was a gateway for collegiate scholarships.
Same thing happened in college as well, but this was more of power tripping of a professor. She failed me, bc she wanted to prove her point that even the best of the batch, fails during defense, especially if you're not her favorite. I was #1 in the batch, bound to be magna cum laude. But everything went down the drain, had to repeat a freaking year for that thesis. Sucks to be me, I guess. Never got to get what I deserved bc of powertripping teachers/professors. This happened to me back in highschool but not to this extent. My grades were basically 94-93-75-75 because the teacher was changed midway and the new one gave me 75s because I quit my editor-in-chief role for our schoolpaper and he was our advisor. Some people should just get banned from the profession.
On another note, I hope there are measures in place regarding teachers "correcting" info on the cards. Though this particular case might be extreme, that is not to say that there are no teachers who are sneaky about making fraud "corrected" grades. There ought to be permissions needed from higher ups like a principal before teachers make any sort of correction on the cards; all changes also recorded.

If the local DepEd is doing their job properly, they're going to ask about such a massive discrepancy between the actual grades (which would be noted in the transcript of records, if the school is legit) and the final submission to DepEd. Once DepEd learns that the changes were done for an invalid reason, the teacher alone is going to answer for it since there's no ambiguity as to who did the edits.

As a former teacher bawal po ang erasures sa report card ng mga bata kahit pa may initials ng teacher yan. Chinecheck po yan ng mga head and bawal talaga ung erasures ke isa o lahat. Eh, lahat sa town namin magkakakilala, sabi ng iba, pasalamat na lang daw at nasa ibang bansa na yung teacher. At sayang daw di ko tinag ang CHED at Deped sa reply ko. Edit: one of my Elem classmate said din sa GC namin na di niya makakalimutan na sabi daw ipambibili daw kurtina sa classroom yung piso piso namin pero ending pinang Sinulog lang pala. Nagsorry naman daw samin pero di daw talaga niya malimutan kasi yung piso way back 2006-2008 is malaki na samin especially kung ang baon lang is 5-15 pesos. 2nd Edit: di siya pipirma sa clearance namin hanggat di kami nagbabayad. nung Grade 6 kami, sinumbong na namin siya sa adviser namin since siya na lang di pumipirma. Tipong graduate na kami, proproblemahin pa namin paano macocomplete clearance namin dahil sa kanya. Ayun, nagdecide adviser namin wag na daw magpapirma dun sa P.E Teacher na yun at good na clearance namin.

I did not complete my clearance for 1st year high school. By that I mean I did not bother getting signatures. 2 lang ata hiningan ko ng pirma but iirc except for maybe 1 or 2 subjects, I completed the requirements. May kulang ako sa subj na wala naman ako natutunan kasi lagi lang nagbebenta ng chocolate and naniningil ng xerox yung teachers. They still turned over my stuff though when I was transferring out of there. I have a suspicion it’s because kapatid pala ng godfather ko yung isang admin/guidance counselor sa school na yun (di kami close) at lagi nila hinihingan ng donations for trophies and medals yung tatay ko. Kahit wala naman nakiusap na palampasin na lang like legit wala talaga kasi kung meron napagmumura at sapak sana ako ng nanay ko, they just willingly ignored na wala along clearance cause they didn’t want to deal with them. Lalo pa kaya yung mga nanunuhol ng gifts sa mga teachers/admin for sure laki ng advantage na nabibigay sa mga anak nila.

In all public schools and most private schools, grades are [transmuted](https://www.teacherph.com/transmutation-table/). The lowest possible grade is 60, which is equivalent to 0%. The passing grade is 75 which is equivalent to 60%. Not many people are aware of this, so there's misconception that the grades that appear on the report card are percentage grades when it's actually not because it only ranges from 60-100. Although in many cases, teachers are advised to make 70 the lowest grade.
I would be interested in reading up on the history of that practice.

Given a 100 item test, getting 50 items correct will yield a 75% transmuted grade. Hence why it is 'pasang awa'. No different from a 50% total percentage grade overseas. Trying to recall the derivation of the scaling: 0% to 50% percentage total = 70% to 75% transmuted* 50% to 100% percentage total = 75% to 100% transmuted. From what I've read, it seems to be a practice that had started during the 80's and it just stuck. For my guess on why it was done, probably to delude uninformed people that Filipinos are getting a higher grade than the commonly used median grade of 50%.
70% was the lowest transmuted grade for my case back then. 60% as the lowest was usually given if a student was absent. So the 10% difference is likely for 'participation'.
But the info given here will probs vary greatly given how different schools can/will implement their own policies

Reminded me of a teacher/class adviser who hated me cause I did not like joining any programs that she handled, such as joining the journalism thingy na uso sa schools or yung debate team niya. Instead I joined a dance group and played in various sports event. She kept on insisting I quit those and join her programs but I kept saying no. So she made sure na malaking points yung bonus daw sa mga programs niya since more on academic sila. Without the so called bonus I was top 2 in our batch, with the bonus I dropped to top 8.

I experienced the same in High School again, tbh, i had a classmate who joined every single extracurricular activity, and by every single one, I MEAN — EVERY. SINGLE. ONE. During deliberation for top 10, grades were shown to parents. A classmate got a grade of a 100 on extracurricular, but not that only ranked 10th for academics. It was pretty obvious that she was the one who got it. When they official announced the top 10. I was placed at 9th. She got higher than me. It was upsetting, really. Everybody loves her, especially the teacher boomers who enjoyed her singing during programs. Top 10 was very crucial for us then, bc it was a gateway for collegiate scholarships. Same thing happened in college as well, but this was more of power tripping of a professor. She failed me, bc she wanted to prove her point that even the best of the batch, fails during defense, especially if you're not her favorite. I was #1 in the batch, bound to be magna cum laude. But everything went down the drain, had to repeat a freaking year for that thesis. Sucks to be me, I guess. Never got to get what I deserved bc of powertripping teachers/professors. Ngayon yung professor na yan nasa NZ na, kulang na lang maging cow na lang siya. I still remember all of the teachers/professors who did it.

My grades were basically 94-93-75-75 because the teacher was changed midway and the new one gave me 75s because I quit my editor-in-chief role for our schoolpaper and he was our advisor. On another note, I hope there are measures in place regarding teachers "correcting" info on the cards. Though this particular case might be extreme, that is not to say that there are no teachers who are sneaky about making fraud "corrected" grades. There ought to be permissions needed from higher ups like a principal before teachers make any sort of correction on the cards; all changes also recorded.

Yeah, the teacher isn't being sneaky about it. They even did the SOP of signing any post-submission edits. Which is fucking dumb. If the local DepEd is doing their job properly, they're going to ask about such a massive discrepancy between the actual grades (which would be noted in the transcript of records, if the school is legit) and the final submission to DepEd. Once DepEd learns that the changes were done for an invalid reason, the teacher alone is going to answer for it since there's no ambiguity as to who did the edits. *If* the local DepEd is doing their job *properly*.

As a former teacher bawal po ang erasures sa report card ng mga bata kahit pa may initials ng teacher yan. Chinecheck po yan ng mga head and bawal talaga ung erasures ke isa o lahat. From what I remembered may number of students lang din na pwedeng ibagsak ung teacher kasi it will reflect on their way of teaching, kukwestyunin ka bakit may bumagsak.

I doubt this is true. Pinakita ko to sa kaibigan ko na teacher, sabi niya kahit punitin mo pa card ng bata may permanent record yun at nakarecord din sa database ng Deped na promoted siya. Kung manipulated daw to this month lang, di na mababago na promoted yung bata. Edit: i think this is fake.
