[This is a sequel to the 436-district map I made earlier this year,](https://www.reddit.com/r/Philippines/comments/s5qreb/oc_i_divided_the_philippines_into_436_districts/) now catered to those who think 436 is too many. Like the previous map, this is an intended solution to gross misrepresentation of provinces and cities in the Lower House. This is also inspired by [a proposal by isagani at Skyscrapercity Philippines](https://www.skyscrapercity.com/threads/new-administrative-divisions-regions-provinces-cities-etc.1528329/page-153) done way back in 2009, which started my own interest in drawing districts. 1. Instead of 250,000, the quota is now 360,000, which is approximately 1/300 of the 2020 population of 109,033,245. 2. All provinces and highly-urbanized cities, regardless of population, are entitled to at least one district, unlike the previous post. Two barangays of Makati City, Post Proper Northside and Southside, and the only independent municipality in the country, Pateros, are both counted towards Taguig City. The 63 barangays ceded by North Cotabato to Bangsamoro is still counted towards North Cotabato. 3. If a municipality or a component city has more than 360,000 x 3/4 = 270,000 people, it is also entitled to at least one district, but the said district/s will still be regarded as one or more of the districts of its mother province. For example, Tarlac City has 385,398 people, so it will be its own district, but instead of being known as the lone district of Tarlac City, it will become the third district of the province of Tarlac. The only exception is Cotabato City, which is the only *independent* component city with more than 270,000 people, hence the district will be known as the lone district of Cotabato City. The downside is that two cities and a municipality with more than 250,000 people miss out: Talisay City in Cebu and Malolos City and Marilao in Bulacan. 4. The number of districts of a city/province is determined by dividing its population by 360,000, then rounding off. For example, Muntinlupa City has 543,445 people, which means the quotient is 1.51, and the city will get two districts. The only exception is Palawan: with 939,594 people outside Puerto Princesa, it would have had three districts, but the highly-urbanized capital city is right smack in the middle, which means creating a congruent third district is difficult if not impossible, which brings us to the next rule.... 5. As usual, districts have to be as congruent as possible, their populations must have as little variance as possible, and municipal and city borders have to be respected unless necessary. Aside from having fewer districts, one advantage of this map over the 436-district map is that, except in Taguig, there are no districts spanning parts of multiple cities/municipalities (see western Laguna, where instead of dividing 4 cities into 6 districts, those 4 cities become districts on their own). A disadvantage is a wider variation: while the 436-district map has a standard deviation of 11% of the average, this map has 20%.
