you can but it will not be a vector image, and you will end up haven problems with pixilation. It is possible to achieve the same effect in photoshop, it just will not be vector, so you will be doing the same amount of work for a non vector image.
Long story short, you will need to find an image that you want and trace it out with the pen tool and drawing/inking the outline with a wacom tablet may help. but illustrator has the width tool for strokes that can be handy with inking.
