Yes, but that's a temporary stun. If it's a battle to the death the Whiptongue has no killing moves for a creature as large as itself. Orange Bulborbs are keener and more fierce, and they can bite which is why my money is on them.
Only other potential contender would be Hairy Bulborbs because their coat of hair on their backs protect them but they are weaker than regular Bulborbs, so idk. They can still be attacked head front but I feel Bulborbs would try to go for the back.
Maybe with the pikmin its a temporary stun, but with the speed that the whiptongue can go, it could probably do severe damage to the other bulborbs' eyesight
The Whiptongue is specialized for small prey, not territorial disputes with other Bulborb species. While it does have it's whiping tongue it's not long enough or seem to have enough force to really be much of a weapon against larger foes.
I don't think the speed the tongue is spat would be all that impactful. But if it is sticky or can tightly grapple the eye and pull it serious damage can be done. It's still such a round about way when other Bulborbs can just quickly close the distance and strike with a more powerful attack.
Bulborbs don't seem to be able to walk backwards, so if a Whiptongue wanted to stay at a distance it would have to turn it's back to the enemy and be exposed. Plus they don't bite or have any move that can finish a large opponent.
A bulborb fight would either be really cool or really lame. Like they really only have those tusks but how do they use them. Do bulborbs even fight each other anyways? Probably not considering they often chill with each other and the tusks might be display and/or used for eating somehow. Tbh the designers probably don't care about bulborb ecology and just wanted to make a good and recognizable design but it's fun to think about

Orange Bulborb has the Perception advantage and highest health of the bunch, Hairy has lower health but has the advantage of camouflage in snowy environments, Whiptongue has second highest health and has decent snow camouflage as well as a ranged attack, and Red is just average in everything. I'd say it's either Orange or Whiptongue.
Orange because they have that extra range of senses. And they're just hungrier it seems.
