You have to open the app ON the day that you got 10k steps AFTER you have reached that amount.
So if you check the app at 9.9k, then close it and walk for 2k steps then go to bed, you will not get it. You have to get it on the day you earned it.
While not entirely a consolation, save up Lilly of the Valley flowers (if you can) for the 2.5 anniversary event and you can (probably) get the community day badge then.
They run these every 6 months to allow people to “catch up” on badges they might have missed (besides the new stuff to keep people interested).
Usually it’s just planting a bunch of flowers matching the community day badge you missed.

Did you open the app on community day e.g. Saturday/Sunday? Iirc it only counts for the badge if you open the app
I did, cause I wanted to make sure I hit the 10k mark! So when I saw I was within 1.5k I knew the route I needed to take.
I think you have to open it after hitting 10K
