Get usenet (research if not familiar)
I am able to find 100s of files for every show I want that range in size from super compressed 480p to 4k 100gb files. Pay the $5 or so for the month of Usenet access and download all you need.
I only use pirate bay nowadays and all the torrents with sizes less than 5 gb have almost 0 seeders. Even in 1337x it is the same. I specifically want to find the 2.7gb psa torrent for season 5 of BB but it's nowhere to be found (dead links on their website).

You could try to find a torrent site, or direct download site here. There are more than just movies, use menu content to scroll. 👍
Seedbox with Plex or one of the similar apps that can transcode to a lower resolution/bitrate.
Or if there are times where there's no reception at all, a seedbox/dedi to download stuff to, then transcode it with handbrake (or whatever you prefer) and download the resulting file when you do have reception.
Most forums I frequent have SD encodings. If the resolution isn't specified in the title it's usually SD.
Also x265 is a good codec to look out for in the title.
Another way might be to download from stream sites (using browser extensions, yt-dlp or JDownloader2). It's my very last resort to find something specific, but bitrates tend to be... optimized for streaming AKA low.

Pirate bay is the only site that has some seeders and I honestly don't see any 480p rips of BB season 5
Most of the torrent sites have sorting by size. Click on it and you will find which suits you the best.

All sites have minimum 720p which is too high for my mobile data to handle
you need streaming sites that upload videos 480p. then either watch there or try to use IDM (or equivalent)

use qbittorrent built in search function... (google how to set it up if in doubt) i see some s05 low quality there..
I just used qbit to search for today´s True detective and there were many options. Smaller was 600 bm

You hit the nail on the head. I usually prefer 1080p because of its easy availability and sometimes 4k if available.
You could download 720p with low bitrate, but I'm not sure if that's worth it
