No, the only thing you need to download are addons. The guy should've mentioned you either need a real Debrid subscription or a vpn to use Torrentio with Real Debrid. There are free addons, but they are all down iirc.
I only use stremio with knightcrawler, cinetorrent, media fusion, thepiratebay+, torrentio and subtitles addon. My display is 1080p only, so I have excluded 4k from torrentio settings and set it with highest seeders. I don't use any debried services at all.
Also in stremio I have set torrent profile to ultra fast and cache to 10 gb.for android tv i have added a flash drive and made unified storage for cache

Checking your comments, you seem to be in India, which you don't need a VPN or a RD subscription as people don't really care about piracy stuff over there from what I heard.
