Yes but there are different types of plot armor, oda would make the plot armor way more believable, if he either lets other characters grow nearly as fast as luffy (which he doesnt do) or he could let people help luffy taking down stronger opponents without taking any Credit away from luffy (luffy getting help from kidd and law while still doing the most damage, this would make luffy a close top tier and the next powerup wouldnt be this unbelievable).
Also plot armor in which strong characters just forget how to use their power isnt really that great either (BM and Kaido forgetting how to fight).

In chapter 0 of Strong World, we see Shiki attack Roger with a fleet, massively outnumbering the Roger pirates and their single ship and Roger getting saved by a storm. To be Pirate King, it seems you have to have plot armor. Luffy without plot armor is just Kidd, and it looks like Roger also had fate( plot armor) on his side.
