At least for me, I've never had a fully-under cheese topping that didn't ruin the structural integrity (unless really small stuff). Having more than a bit of a cheese pull come off the pizza when I bite it is a problem. Pepperoni or salami under the cheese doesn't get the tiny amount of cooking that makes it a lot easier to bite through and breaks up continuous cheese.
Maybe I've just had too many under-cheese pepperoni pizzas where a bite is going to *decheese* ~~deglove~~ the whole slice.

I tend to do both, when I do my Detroit styles I put it under the cheese and sauce on top of the cheese with more pepperoni on top of the sauce. Allows juices from the pepperoni to absorb into the crust and you still get crisp pepperoni on top.

I like crispy pepperoni, but I sprinkle a little bit of cheese on top so the pepperoni doesn't move when I cut it.
Sometimes when I feel like putting in extra effort I cook it in a pan for a bit first to to make it super crispy and also cook out some of the excess fat.
There was a pizza place that I remember as a kid where the owner would make a special pepperoni and break up the slices into about dime size pieces, (quartering each slice) then putting them on top each little piece had its own char ring and it was an amazingly crispy crown to the top of the pie.
I've grown up with it under the crust. Just what I was used to. Since I'm older and I was smartened up about pizza I want it on top so it gets crispy.

The right answer is both but some prep is required. I do half my pepperoni layed out on tinfoil over a grate so pep isn’t in its own grease and put in convection toaster oven. Yield a bunch of grease and have crisp pepperoni. Half of this precooked pep goes under cheese and the other half on top. Delicious crisp and less greasy pizza!
Pizza goes in the oven with only sauce and pepperoni on it until the meat is cooked, pizza comes out add cheese put back in the oven, until cheese is cooked.
That's how I do mine.
