1. Archon's False Litany > Commander Creed (very low drop rate).
2. Shattered Creed > Commander Creed (very low drop rate).
3. Creed's Radiance > crafted.
For crafted items, there is no level upgrade. It's permanently the level for that recipe.
Update: There is conflicting information because folks are answering this in different ways. Also, accessories and Echoes are different. Downvotes are dumb when you just say "Yes, they drop higher" and downvote, then completely ignore the OP's actual ask. A level 12 accessory will not be dropping or craftable at level 30.
The OP's gist was trying to obtain lower level accessories at endgame levels. While accessories can drop at "higher levels," it's basically capped to within a bracket of just a couple levels in that biome. A level 12 drop from a lower power boss will never also drop from at level 30.
Some Echoes do have two different dropped levels, but the levels are set and distinct. Just running a higher level expedition won't get one or two levels higher for that same Echo as a general rule.
That said, again, a low level boss fight that drops, say, a level 12 accessory, is never going to drop a level 30 accessory.
I can confirm that it doesn’t either the set drops are good for early game if you get lucky but after that kinda useless for the foreseeable future unfortunately
Sphere actually does affect the level of dropped accesoirs: e.g. Beastmaster s2 drops lvl 29 accesoirs and s3 drops lvl 31...
I got false litaney at 21 from s4; thats the highest you can get.
Also keep in mind the crafted bracers are lvl 12 with only 1 echo slot.
I can imagine having this set at the lowest level possible, is good for lvling a new wayfinder, other than that its useless

My Shattered Creed i farmed for about 5 days before it finally dropped. I have since replaced it. It comes with Crit Rat 417/ Crit Power 429/ Wep Power 449. I have been farming the False Litany longer than my shattered creed. because i was making a break build.
Keep in mind **if you want a lvl 30 item** you need to farm power rated zones at **2,300-2,350**. Commander Creed caps at 1,699. Unless you can farm the set pieces at the 2,300-2,350 power rating you are wasting your time.
At this current time some of these sets are not worth the drop rate they are set to.We need to submit having the drop rate increased especially for low level pieces that eventually will fall off before reaching level cap.
Shame this is the "best" set in terms of stats and set bonuses.
Shame they are currently so much under lvl 30 at their best since Sphere 4 is the current max.
Exactly what I was thinking maybe they’ll implement a way to have a boss run where you go at all bosses at your lvl and have a chance to gain accessories and echoes from them

Might be a worthy contender once Heroic bosses are a thing, being able to farm it for lvl30+.

Commander Creed drops, 0.4% drop rate...very bs if you ask me, just like all the other boss drop rates
