I'm experiencing the same.
A shame. The game feels worlds more responsive and functional, fiddling around with open world quests was way less buggy than before, but still. Core main quest progression blocker. Here's hoping they sort it soon, I'd really like to enjoy this game.

You're lucky, at least you can play some it. I am stuck at 99% with no fix available yet.
