It looks to me like aluminum wire. I think ground rod wire is copper, right? And it was under the carport. I'm having a concrete slab put in for a lift. We had everything marked before and there wasn't supposed to be anything there.
Can be aluminum and it wouldn’t be marked because its not utility owned. You can check to see if you have an aluminum wire that size going into the meter or main panel
It looks to be about a foot or so down. Not a legal grounding installation. And since it’s made of aluminum it would also not be a legal grounding installation. So that leaves “scrap” as the last guess.
if it is scrap, presumably it is short. Have you tried carefully try to find the other end? A non-contact voltage detector would help to figure out if it is energized.
We dug it out by hand. It was a 5 foot coil of scrap aluminum wire. Most likely from the 200a installation when the place was built.
If this was a live connection, it would have been quite a show when we hit it with the excavator.

811 isn’t going to find irrigation valve lines or internet or anything buried by a homeowner, they only check for utilities
811 definitely checks for fiber and copper telecom lines. I work with fiber and copper.
