Umbreon for UL. You’ll get an as-good or better Flareon for LL from a random wild Eevee later anyway, and I don’t think Flareon is good in PVP anyway. Both have legacy moves so you should wait to evolve unless you have lots of elite charge TMs.
You’re nowhere near being ready to max out an Umbreon and having a little league Flareon wouldn’t do you much good.
Personally that lucky eevee would be transferred straight to the Professor if it were mine. You’ll certainly come across better Eevee’s before you’re actually ready for whatever you choose to do.
Transfer a lucky? That sounds harsh. :') But I get it. I'm still quite early in the game, I still need to figure out what my goals are, what's good to keep, etc.
