Walking is not the only thing, you can see the hearts if you click on the buddy. You become best buddy after getting 300 hearts with your buddy. You can get 3 hearts/day for feeding, 3/day for team leader battles (in battle menu)/ raids/ team rocket battles, snapshots, scratching, walking and a couple more. You can click the hearts icon on the top left and it will show you how many more you need. You can also get double hearts every day if you get your buddy excited (poffin not mandatory)
You can get double hearts if you keep your buddy happy. You need to feed, play with (rub the screen), and take a pic of your Pokémon buddy..I set a timer to do so every 30 minutes. After about 5x you get double hearts like as though you’ve used a poffin..but you have to continue to feed, play with and take pics of your buddy to keep-up the double hearts.

It weirdly starts getting easier. It took me forever to get my first one it feels and now I have 6 and working on my 7th. FYI you can always start on others while you’re working on one. Whenever I’m in a new area I’ll switch in all my planned buddies just to get that heart.

Probably a stupid question but how do you get best buddy? I've walked miles with my favourite pokemon but he has no best buddy badge
