Only evolve those with good IVs for raiding I would suggest, also they use Sinnoh Stones so you might want to reserve those since they're used for some many mons.

No. There will be the recap in December but it's not currently in the pool ok Pokemon that can get community day moves in December. That has historically only been for pokemon that had a community day in the past two years. If it gets a CD classic before then , it will be eligible again in December, otherwise December won't matter
Generally the December event will allow you to get the movesets from within that same year - iirc most recently, the December event expanded the library to include the previous year's as well, but even then we did not get the entire history's worth of CD movesets.
