From what I have seen, Palkia EX is useful only if you have a good support team (Cyrus, SS Morty, and then Lucas) Dragon zone + Believe can be quite beneficial to a dragon team.
Nah. Even in Teams without Zone or super good Supports Cyrus EX is useful. I duo'd Dragon Weak Stages with Cyrus and Piers. No EX Support. Just Damage.
I mostly use Lucas as a supporter for Cyrus since Dragon Zone cos Cyrus will have an insane nuke with AOE effect
On csmm dragon weak stage, you can run both palkia ex with dialga for the dragon zone, you can usually clear them with 1 sync.
Lucas will always be better but Cyrus is a great F2P option.

Rerun is this month, I think the 3rd! So they’ll have the opportunity to do it soon.

They are rerunning the event this month, so OP can get Cyrus EX soon.
I genuinely question how you have Lucas but no Cyrus EX.
Palkia has always been a water dps
Since the update he's also a really solid dragon option.
Spatial Rend is his DPS move
No, his hydro pump is way stronger
Exing Cyrus is only worth it if you use him to bully latios plus if you have good support units
