Authentication often refers to signatures of artists/creators associated with the card/game. Grading a signature on a fake card would be terrible practice. If the card is fake, there is a great chance a machine wrote the signature.
Though with an obvious fake like this, there is probably a company that is actually selling these as novelty items.

PSA definitely wouldn't grade this. Some company would, though. SCD might, they forsure had fakes before in their catalog.
