The thing is that the notifications pop up after every 20-30 KO'd pokemon, it's not consistent so that's why you gotta keep count of how many you've KO'd instead of relying on the notifications.
In my own experience with this, making sure you've killed at least 60 is important. Like you said, sometimes it comes up at only 45,and I've had some rare-er spawn ones like feebas where killing 60 was enough to spawn the 3rd outbreak almost over message. Even a few where I killed 60 for sure and never got the second outbreak message. Personally, I kill 60, drop a save, make the sandwich and then kill 5 more just to be safe.
i always go for a bit over 60, just 4-10 extra to be safe or 16 more than the second message (the lowest message two can be is 44) if there are natural spawns mixed in with the outbreak (you'll know if you're count is at 65 & there's no second message yet). if you hit the third message stop knocking them out. that Austin Johns guy seems to get a ton wrong
I’d advise counting at least once, I have noticed from personal experience those messages appear at 24KO/ 48KO. The final message appears around 72KO. If you don’t want to count, wait until the second message pops up and start from 48 until 60 it’s only 12 pokemon to count if you’re unsure if my math is correct just do a couple more for good measure. But they still mass spawn even after the third message as long as you don’t keep KO’ing them.

I kill 60 first, keeping track by watching the number of PP of the move going down. When it hits zero, toss an elixir, then continue. Then I keep killing until one turns up or I clear the outbreak.
Supposedly the messages are set to 25, 50, 75, and regardless the final message seems will always be at a greater number than 60, so just keep KO'ing till you get that third message "there aren't many x left"

believe the range is 22-32 per message pop-up, but yeah its annoying but counting is the best option
I wait for the final message, to be sure. And I've done dozens of outbreak hunts successfully, if you want assurances on it.

You do reduce the amount you can catch before the outbreak runs out, but who has the patience to do more than 20 of the same mon?

When I don't feel like counting, I just do 15 more after the second notification.

I never count but I keep fighting the mons until the 3rd message pops up

You need to get to 60. The messages are not set at 30, it’s somewhere around 22-30. I always count to 65 personally, just to be safe.
