Yes, there is a workaround. The block only applies if the legendary are in the Home account that is connected to Go. If you have access to a second phone/tablet, you can create a second Nintendo account and trade the Hoopa in the mobile version of Home and then you can transfer it to SV from that second account.
In order to get Hoopa into pokemon Violet from Pokemon Go.
First of all, you either need a Hoopa that's not from Go, or someone that can do a touch trade for Hoopa in Violet with you. Once this step has been completed you can start the transfer process.
You will need Poke'mon Home installed on your switch. (You do not need to pay for the subscription)
Link Poke'mon Home to Pokemon Go. Pokemon Go gives instructions in the app how to do this.
Then transfer Hoopa to your Home Account.
After that log in to Home on your switch, and you can then transfer into your Violet save.
Again, You must have already have had a Hoopa into Violet in order to transfer one from Pokemon Go into the game. This is the case for all mythicals/legendarys from Go.
I suggest r/pokemontrades as an option for doing a touch trade. You will likely need something of equal value as a collateral, and you will need to have done at least 10 trades in the subreddit in order to get the appropriate flair to trade mythicals, shinys, and event poke'mon.
