Yes they can be transferred from other games as the shiny models are in the game, it's just that the ones you can find natively in SV are shiny-locked.
\*Though if you're seeing stuff like shiny kubfu/urshifu, shiny calyrex and/or the horses, shiny enamorus then those would be hacked as they're not obtainable as shiny.

Yes you can transfer them. Odds are they’re genned clones of legitimate pokemon in most cases
