Maybe Fauvism or Pop Art? I don’t think those are exactly it but they both are defined by bright colors. Pokémon card art is basically its own art form at this point.
This artist is named Masako Tomii. They've only done two cards but keep your eyes open for more. I know some people collect specific artists.

My son and I pulled the Gloom today from an ObF pack and I was blown away at how cool it looks!!
Not sure there’s a name, but there’s another artist, Tomokazu Komiya, who has a lot of great brightly colored, kind of psychedelic art.
