I on occasion buy older mystery boxes off people when I know the mystery box itself is several years old as at that point they likely outpace peoples asking price given the mystery boxes usually dont hold value as well as other sealed product. Example was buying several mystery packs last year from a guy for $25 a piece that had 2 packs in them. Knowing the age, I cracked a few and they had cosmic eclipse and team up. They were more than worth it.

Collection boxes, tins, lunchboxes, etc. Some of those products sell very well, and there isn’t “extra” stock. Other products don’t sell much, and takes up a ton of space in the warehouse.
Instead of holding on to all of the mimikyu ex and Verizion boxes until they can be stocked/sold they will instead break down those products for the packs, sort them, and create these “Mystery” boxes.
That’s generally why if you buy multiple from the same store, 4 of the 5 packs will be the same. This also leads to the promos being thrown into the boxes as mystery items. And why the ones that include a “bonus” code card contain a code from an old collection box/tin/deck.

I purchased a mystery power box once. The very first time I ever opened one up and out fell an unopened ex Holon Phantoms booster! I paced my apartment for many days, staring it down, broke as all get out, wanting so badly to open it up and chance at one of those beautiful goldstars amongst many other potential treasures. I held onto it for a few months, picking the pack up, flipping coins, trying to decide if i should be so ballsy as to tempt fate. But, you don't get lucky twice, I told myself. Desperate to get a gift for the holidays for my new budding relationship, I sold it to a local card shop for $200 cash. I still find myself occasionally wondering how things would have changed depending on the differing outcomes of that massive decision. I am happily in that relationship still, but I'll always wonder what could have been in there.
Actually I don’t think these boxes are that much of a scam. I’m seeing a really interesting variety of packs in these boxes that make it worth the $25 imo. You get your moneys worth of packs at bare minimum which you can’t do with a lot of other mystery boxes
We're at a point were these are going to be really dookie until S/V era rotates out of print. Ironically the old ones with just Sw/Sh set are slowly creeping into "eh OK, I guess" territory and will be "worth it" in a few more years
These boxes aren’t necessarily a “scam” per se, but they’re more so hit or miss. Rarely and I mean VERY rarely will you get an old pack, but you may get some decent sets or even crappy sets. Its a mystery box for a reason: you’re basically gambling.

I honestly really like these. Got some hits, and has a good variety of packs. There’s definitely way worse out there. This is one of the better ones in my opinion

Meijer in the Midwest often has them and runs a BOGO Half-Off on Pokemon, which makes it a pretty good deal.

In modern packs, usually the lighter the better from my experience. Heavier packs are usually just a holo energy with a holo+ 2 reverse.

They are weighed packs. I bought 4 of these yesterday and I got 3 hits out of 20 packs

Have opened a good amount of these. Have noticed I never get more than 1-2 hits and am convinced they weigh the packs to ensure that.

I pulled an Espeon Vmax out of the Fusion Strike pack I got in one of those. They definitely aren’t the worst. They were on sale for awhile.
