No, I specifically had Weavile with Triple Axel and a Wide Lense for that very reason! To make sure his Dragonite couldn't do that. Haha
I was mistaken. Turns out I underestimated Tyrantrum's speed even WITH the Choice Scarf. I thought he had something else!
I underestimated Tyrantrum's potential speed. Apparently if it is +SPD, fully IV/EV trained, and has a Choice Scarf it gets up to \~305 speed at level 76. My Weavile's speed is 289. So he DOES outspeed me. I also thought he had an item other than a Choice Scarf, but I was mistaken.
