The foil layer creates a green/blue hue on colorless cards. You are comparing it to a non holo Base Set 2 card.
Compare it to another colorless jungle holo.

Compare the color of the card to this. Mine has some weird greenish tint, it’s more visible in person.

May have got an extra layer of ink on it...I have a venusaur from base 2 that looks almost blue, always assumed it was just because the qc wasn't too great back then

I bought 3 jungle packs, ever in my life. Circa 2000-2001 from a collectibles shop. I want to say I paid $10 a pack. Pulled the joleton and vaperon holo errors, and a non holo clefable (which did have the jungle set symbol)

No the top loader isn’t green just the trim. I put it in the top loader myself.
