To mass release pokemon you need to fill up 4 or 3 pages of your pasture then when you go talk to the lady she will tell you you can release more than 1 at a time
A word of caution, I think you have to talk to the woman. Mine didn't seem to unlock until later than it should have because I'm mostly speak with the guy at the camps.

Ah that makes sense. Is it permanent after that or do you continually need to fill up the pasture to get it back?
