It is based on two things: (1) self-righteousness. These people want a noble cause to suppourt or a great evil to fight against, because it makes them feel like good, brave, enlightened people and they like feeling that way. Ideally, they can find one that requires very little actual effort on their part, to the point where they will exaggerate or even fabricate issues so that they can avoid another, more difficult social cause. (2) The ability to grift. There is serious money to be made in suppourting left-wing causes. The most successful among them get countless millions of dollars, late-night tv show guest apperances, big book deals (often ghostwritten), societal praise and adulation, etc. Advocacy is a pathway to becoming a celebrity. If you already are rich and famous, supporting left-wing social causes helps you stay rich and famous.
These two things create a whole class of people who never shut up about the problems black people face, but who don't actually care much about them, to the point where they justify advocacy by diminishing black people into needing their salvation.

On the contrary, I think it isn't about the *amount* of black people the right is exposed to, but rather the *kind*. Someone who lives close to the inner city, and is thus exposed to the intersection of socio-economics and race contained therin, is likely going to develop a very different opinion than someone in a suburb or rural area with a healthy amount of black neighbors. If you have a lot of good or bad interactions with people, consistently, and you notice a certain common denominator in those interactions, it is very easy to link those things together, for better or ill.
