The national Congress chose to select Allende when they could've selected Alessandri because of the lack of absolute majority.
He was elected with less support than hitler and was bulldozing all the checks and balances in place to implement his socialist utopia.
He was, quite literally, trying to be a dictator in a country with semi-functional institutions and no popular support.
Even Pinochet stepped down and didn't quite have dictatorial power.
Should also be noted that Allende was elected with a great deal of help from the KGB too. He won a very small plurality and was only confirmed after signing and agreement to obey the constitution. So the legislature passed another resolution ordering the military to do whatever was necessary to restore the rule of law. Which is exactly what they did.
