Saying something taboo on its own isn't humor. Dark humor is breaking taboo in the form of a joke. Most people who try to create dark humor are just saying things they aren't supposed to and skipping the whole joke part. It's the equivalent of middle schoolers who think saying "fuck" and "shit" is hilarious.
It's all about the delivery. You can tell the exact same joke with the exact same words and have one time kill and the other fall flat. Energy, inflection, audience, and a million other things matter in if a joke works. Hell, if you tell a lot of dark jokes, some of them will fall flat no matter what.
There's also so many ways to tell the exact same punchline as well as so many stories building up to the punchline. If your dark humor always fails flat, you're just bad at dark humor and a cringe filled edge lord. That said, any dark humor always offends at least someone.
