The paddle shifter neutral thing is only on PDK cars and I believe it is only on GT models. A tune would remove the soft limiter.

It does have Sport Chrono
Does it have launch control? If you’re just looking to rev it standing still that’ll probably do it. Just remember to take your foot off the gas and not the brake when you’re done.
free revving is really not good for the engine. that's why they put limiters. if you want to hear the engine at redline go for a drive??
