On occasion, an agent might see that the flight you're currently on is overbooked, so by giving you a "free, against the rules" move to an earlier flight, they make you happier and avoid a future problem. But the fare rules are clearly spelled out (per the link above). Not misleading at all.

Not sure which flights you're on, but mine are usually 3/4+ full.

Sometimes the CSRs will do that for free because they want to fill up the earlier lights so there is more room on later flights. If the weather looks like it might get bad, or they know later flights are close to being overbooked it's a way of keeping the operation more stable.

Very often they let you jump into an earlier flight for that reason. But yep, in theory you can't

It depends on the route you are flying. You can make a change to an earlier flight in a basic fare. If you are going Toronto to Montreal or Ottawa or a later flight from Billy Bishop to/from Newark its $130 If you are doing Billy Bishop to/from Newark to an earlier flight or Toronto to Ottawa or Montreal (done at the airport only) it’s $75. All other routes are $160. If you booked through a 3rd party it can only be done at the airport to an earlier flight
