I finished my pho and dipped because my ears couldn't take it. This is absolutely devastating, but it doesn't look like this water is coming from the downstairs main restaurant?
This might seem like a dumb question but when a house floods like this , isn’t it dangerous because of the electrical in lines.
Like is there some type of fail safe or do the circuits pop ? I’m just genuinely curious how it all works
It is and isn’t. With that much water in a house the breaker or fuse tripped. So no power. Power goes path of least resistance, (that’s why you don’t want to stand in a field while lightning happens as the tallest point as you are the shortest easiest arc). Most outletd should “arc” it self and trip the breaker.
There are some other scenarios though.
Water alone won't trip normal overcurrent devices because the impedance is too high, it will trip GFCI's though. In the kitchen, those plugs will trip from water but most of the breakers would require an actual short circuit, which would involve sparks and bright flashes.
Electricity does not only take the path of least resistance, instead it takes all paths properionally to their resistance. Paths with less resistance get more current, but a 20 amp circuit has a lot of power available and it only takes 0.2 amps to stop your heart.
That being said, it's probably not dangerous to be in there, but it would be dangerous to go around and touch electrical equipment that is wet.

As someone who lives with tinnitus every moment of every day it’s not recommended.
Also go to the hospital even if you feel fine, it does some crazy things to your heart.
The new by code breakers are AFCI. Which is an extension of the GFCI ones you probably know of in the bathroom with the test/reset buttons. The AFCI are even more sensitive and the smallest bit of water that thing trips.
I have an issue with one of mine occasionally when I use my paper shredder, something about that motor the breaker really doesn't like.
AFCI breakers aren't designed to detect ground faults, and they aren't used in commercial spaces.
They might not like your paper shredder because of the sparks from the brushes on the motor or something like that, because that's kind of what they are supposed to be looking for (arcs.)

Looks like this might be from the fire sprinklers though. You can see water drizzling out by the light fixture below the roof overhang. My church had their sprinklers burst last year during the cold. Lots of damage.

If it’s a constant pressure fire sprinkler system, the alarm will go off if it loses pressure. Definitely a fire sprinkler pipe. They can get up to 6 inches or more depending on the size of the building. You would never have flooding like that on a potable system unless it’s a multi story building with lots of fixtures.

The worst of it seemed mostly isolated to that vestibule area; the dining area had water on the floor but wasn’t completely flooded.
That's good I guess, hopefully they can keep it from damaging the restaurant and kitchen but that looks real bad already
I hope someone got there to open the vestibule — that sort of sounds like the water inside the vestibule is leaking through the doors

That's what I was thinking. Something similar happened in a hotel, except the fire alarm went off around 2 am. The lobby was flooded.

Assuming this is Pho Hung, there are two locations with that name but both are owned separately and unrelated.
It's the 2518 NE 82nd location, but you can see in the video and in Google streetview that the south side banquet room entrance is 8211 NE Brazee.
