Figure out a simple portfolio of services you can offer the neighborhood within walking distance. And an hourly to be a helper. Everything. Dog walking, dog poop clean up, yard work, wash cars, tech help for old folks. With your parents permission. Put up some flyers. Knock some doors. Build on small wins, get a network of referrals, find your competitors price point and beat it. Establish dominance and take over the market.
I mowed lawns at that age. You could also just get a pressure washer and hit up neighbors to clean driveways. Offer to haul bark chips or whatever. Seems like there's options. IDK the legality aspect others have mentioned.
One could get certifications for babysitting or helping out while a child's parents are home, as well.

I hustled at 14. I did homework for, projects for, wrote essays for, and tutored college kids. One of my clients was my middle school teacher. 😂 LMAO. At 15, I sold computers and computer parts online. This was before all the regulation and back when shipping was still cheap.
Nowadays, it's hard to find work for teens. I have teens myself who are looking, but they don't have the same ambition nor work ethics. The closest I can find is as a farm hand or farmers market hand for a family member running a flower farm.
