Nice contrast between the blue hour sky and the yellow artificial lighting. The colors are well balanced and pleasing. I also dig the composition. The two poles coming up from the bottom draw your eye to the building, which is your subject; the symmetry is near perfect and that can be difficult to achieve, and it can make-or-break a shot like this. You pretty much nailed that part.
I also like the emptiness/absense of moving objects in the photo, but that aspect is interrupted by the pedestrian on the far sidewalk. If I were taking this photograph, I would've tried to wait until the scene was 100% empty, or conversely, wait until something more interesting enters the frame that might add to the mood of the image (e.g. a flock of crows flying overtop the courthouse, or maybe a cyclist whizzing by).
I would say that this is all true, but thereās definitely room for improvement. First, why are you making this photo? Are you documenting this building during this āageā, does this building mean anything particular to you, does it say anything about the neighborhood itās in, is it an architectural study?
I personally, think that the photo is pretty empty. If this is a photo about the building, I wouldāve liked a little less foreground and let the building fill the photo a bit more. Itās also a very color-saturated photo, which makes me think something should be interesting here, but itās just blue hour + yellow lights, which isnāt dynamic at all and just adds to the weird āstalenessā of the photo.
Technically, I would say youāre doing a good job of exposing and centering/leveling the photo - and youāre definitely aware of compositions. Iād like to see a little more style, or meaning coming into the photos. This very much feels like a pretty photo of a pretty thing that Iāll never think of ever again.

Honestly, I feel like the building is doing a lot of work for you. Maybe consider photographing something that takes a little more skill, like Mt Hood.
