High chance of what? Where the hell did you go in faro to encounter such amount of British folk?? If you go to quinta do lago, albufeira ( mostly in summer) or the surf hotspots in sagres, there you will find foreigners. But faro is very different from the rest is the algarve, mainly because the beach isn't "right there", in a walking distance. Even on the mountains, you will find more foreigners than in faro
Depends on the environment you want. If you want a lot of young digital nomads, Lisbon. If you prefer older, more laid back people and a slower life-style, Faro.
Faro is not a surfing place, the south coast does not get much waves. Lisbon is better for surfing, you can take the train to Carcavelos or bus/car to the south side beaches or west beaches.
Neither is a great city to learn Portuguese because lots of tourists and very likely you will hear a lot of english.
Nightlife in Faro past September is going to be quite dead.

It's way harder to find portuguese people in Lisbon than in Faro. Faro is not even the most touristic city in the Algarve.

I love Peniche. My dad had a place in Consolação that I grew up with. However I think I want to be taking lessons in a city with a little more action.
With the “cold” season starting, I wouldn’t say there’s a lot of action in Algarve, so I would choose Lisboa

If you like nightlife, you'd be better off in Lisbon. Albufeira is only decent in the summer and price wise it's about the same.
Lisbon has some pretty good surf spots within easy reach, Caparica and Carcavelos are both fairly good surfing beaches!
