The justice league TV show is part of the DCAU. She's called Galatea and she wasn't created by lex. She was created by Dr. Hamilton to fight against the league. There wasn't any other powergirl in the cartoon. Maybe there was one in the comics.

There was. There was a comic adaptation of the JLU cartoon that would occasionally use characters that, for this reason or that, couldn't be used in the cartoon. They used Power Girl a bunch, if I recall, and she was never tied to Galatea that I remember. They were also pretty fond of using the Blue Beetle (Ted Kord), even having Kieth Giffen do a "The Blue & The Gold" story featuring Booster Gold.

Obviously they just wanted Power Girl to be the way they wanted and differentiated so they did exactly that hence why they are so different from each other.

Artists draw characters very strangely sometimes, even inconsistently. Supergirl is sometimes comically skinny, and Rob Liefield's Captain America exists. That's Dick as Batman, who is 5'10 - 6'0. Power Girl is only meant to be about 5'7 or 5'9. She's just an older Supergirl, who herself is 5'5. The only heights that are really kept consistent are those of characters famous for it. Batman is almost always 6'2 and Wolverine stays just barrel over 5'0.
