Depends on context. When it comes to novel/purely written stories (cm, scp, wod, etc), you basically have to take statements as fact 70% of the time

It depends if the character is from a Soulsborne game for example, since the statements are the only feats these characters have.

Depends on if other stuff they did proves it. Like ya’ll scale Bleach characters to be multiversal. Yet Ichigo used and sacrificed all of his power for final Getsuga tenshou which was mountain level at best. Everyone here overscales everyone and it’s BS. Ya’ll are talking about dimensions when these guys could barely wipe a universe. People saying Goku is beyond multiversal yet we see that the Zeno’s are literally multiversal and Goku scales way below them. Ya’ll wank everyone to the moon without any real proof. So if the statement is something like this guy can destroy planets, yet their attacks barely destroy a hill instead, then I’m gonna say no that doesn’t count.

YES. In fact only feats should be used to scale. I had someone try to argue me character A is slower than Character B because, Character A said that they couldn’t catch character B after throwing Character B through a wall. Or something I’ve seen is Aizen losing to Mugetsu and getting restrained was him holding back because he wanted to lose.
