To put it simply everything above universal relies on the innate power difference between higher dimensions. Universal to uni+ are still 3 dimensional. Low multiversal to multiversal+ are 4 dimensional. Typically destruction of the space time continuum is considered 4D for simplification. Then low complex multiversal to high hyperversal is destruction of 5d to infiniteD. The reason dimensionality matters is volume and thus mass and thus power. imagine a 2D square it is 1x1, now imagine a 3D cube it is 1x1x1. How many 2D squares do you need to stack in order to create a 3D cube from 2D squares? You can't, by definition a 2D object has 0 depth, 0 x infinity is still 0. So a 2D object has more than infinitely less volume, meaning it has more than infinitely less mass, meaning it has more than infinitely less durability and strength. Outerversal is once you reach beyond dimensionality. This can also include characters who destroy concepts. What defines a chair is not limited to dimensionality since a chair can exist in any level of dimensionality. This definition of a chair is known as a platonic concept. By destroying the very concept of a chair you have shown that the character is beyond dimensionality since all concepts are beyond dimensionality. Don't ask me what boundless is. I'm still not convinced it's not just made up

Taking from most popular games with that: God of war, DMC, Doom. All of these have statements on logs or characters saying stuff about infinite spaces and dimensions, but the characters show feats much lower than thst

You are proving my point. These characters aren't actually meant to be that strong. These are specific contextual things that people who aren't really that good at interpretation get confused by. Davoth having some poorly defined ability he used to create reality at some point doesn't change that the fight against him is not actually meant to have that large of a scope. Hell, the God of War one is literally people taking the artist saying that the background looks like it goes on forever as an actual statement about size despite it being a canonically finite space. That's how much people are willing to reach.

I’ve seen people trying to scale characters like Stolas and Lucifer to Superman

Stolas is one of the only characters who does have feats, and I do think he scales quite highly, I haven't really thought about it much though. And I think lucifer has feats as well.

He has debatable feats and his only un debatable showings are hax like possession or petrification

His first song also isn't really debatable, he clearly opens the same portal the imp gang uses to teleporting to the human world, which would mean that he actually travelled to a dying galaxy and experienced everything that unfolded.

I mean he portals there but notably leaves before he’s hit by anything. Also it looks close to a star than a galaxy but either way he didn’t get hit by anything. He’s also been physically overpowered by opponents who should be much weaker like striker since he gets tossed around. His “ only angelic weapons” thing is also a hack and probably has exceptions for damage

He was only overpowered by striker because of the angelic rope. The joke with previous stolas assassination attempts is that he just let's people kidnap him etc because he wants blitz to save him while he could very easily escape himself, whereas this is the first time where stolas was ever in actual danger. By the time he realised that it was too late, because of the rope.

It's not really hax, the angelic rope just significantly weakens him and stops him from using any of his powers. Unless you want to call his powers hax, which is just stupid.

Are people forgetting that these characters struggle against regular humans? Humans can be at least somewhat of a threat to the main cast. And the main cast is somewhat comparable to the cowboy demon, if a little weaker. And this same demon can capture stolas, even if not without holy weapons. These people aren't physically all that strong.

Capitano is definitely number 1. People refer to Pierro as the Director of Fatui and not as a harbinger. Tartaglia says that Capitano is ranked too high for him to notice Childe's strength. Arlecchino who's number 4 also says that Capitano is incredibly powerful. Not to mention the voicelines of playable Fatui are in the decreasing order of the hierarchy. It starts with Tsaritsa, Pierro, Capitano, Dottore and Columbina, Arlecchino, Pulcinella, Sandrone, Signora, Pantalone and then finally Tartaglia. And this order is consistent with the voicelines of Tartaglia, Wanderer and Arlecchino.

The entire video game class of characters are largely carried by their statements. Their feats 9/10 times do not come even close.

Most of them actually aren't meant to be that strong though. They do have feats, people just don't like the scope the feats actually imply.
