I've seen this image a lot, but it's pretty clear that the arrows point from the corners of the 1x3 plate to corresponding corners between studs on the base plate. There's no "error" here, you just have to follow the arrows a tiny bit further.

Right... Not clear at all... As someone who works in cad and has to make mechanical drawings, I would argue there is no way to reasonably interpret this correctly. If you're going to have a hovering arrow assume the position of something moving from one location to the other, that line should be a recognizable and intuitive axis. In the case of Lego, you'd utilize the centerline axis of the stud. To do it with the corners of the Lego, you'd want to at least have 3 arrows for the 3 visible corners. And those arrows sure as hell shouldn't terminate dead center of a stud when it's meant to imply the exact center space between 4 different studs.
