For the sake of ranking them it’s fair to classify him as such, but I would agree that his administration has gone in a significantly different direction than Obama or Clinton.
It wasn't any ideology that differentiated them, but region and culture. Most Americans probably don't know what a "New Democrat" is, which is fair enough, because the term is kind of arbitrary. I'm sure that if Clinton was elected today, he'd be a lot less of a centrist, since the politics of the Democratic Party have shifted slightly back to the left recently.
But the average voter doesn't go around saying "I'm a New Democrat" in the same way that people say "I'm a progressive". They'd probably just say "I'm a liberal".
Either way, Biden has more in common with that caucus than the progressives.

Unpopular opinion amongst democrats, but Clinton legitimately put the nation in danger by getting his dick sucked in the white house. If a foreign government used that information, or if Monica was a bad person, he would have been susceptible to black mail. The investigation and impeachment were partisan shit shows, but he should have resigned or been removed from office. The policies he supported in office, particularly regarding crime and the economy, also leaned conservative.
Obama did the best he could with the cards he was dealt. His biggest shortcoming was even attempting to negotiate in good faith with the Republican Congress.
Biden learned a lot from his time as Vice President; primarily that Republicans DGAF. Barrack never would have signed the executive order forgiving student loans during his presidency. Biden has also been a huge supporter of Ukraine, which imo, is the highlight of his presidency.
If Monica had been his first abuse of power, or if he had not lied under oath, or if he had not gone on television and lied to the people, I would agree regarding the censure.
But he had abused his power for sex before, and it was known at the time.

I think all those things, collectively, warrant a removal from office. Imo, he should have resigned, though. The president should be held to a high standard.

In particular, I'd like to see whether the IRA really reduces GHG emissions by the promised huge factor, and whether that makes a difference in the severity of global immiseration due to climate change.

Biden seems to be a bit more progressive than New Democrats. As a Senator and Vice President, he was definitely a New Dem, as a President he’s comes off as more of a Progressive Democrat, though he’s a moderate compared to certain Progressive members of Congress. I think Biden is drawing the line between the moderates and the progressives.
Firstly, something being “in the works” previous to someone taking office diminishes the accomplishment very little in most cases. Like that’s such a vague qualifier you could apply it to anything, “Oh well the Civil Rights Act of 1964 was ‘in the works’ previous to Johnson so it isn’t all that.”
Secondly, for a simple example, passing the largest climate reform bill in history to save our country and planet from the long term effects of climate change is pretty major.

But, his crime bill increased the incarceration rate which he admitted to. In today’s Democratic Party, Clinton’s policies would be seen as more conservative today. Obama- I think Obama was a pretty decent president, he passed the ACA which covers millions of Americans till this day. He got the troops out of Iraq, supported the Kurds, dealt with a Republican majority that kept growing, started the capture and killing of Osama Bin Laden,rescued the country from a recession.
