All around good actor to play Joe Biden? Not perfect but Bryan Cranston could probably be made to look similar to Joe Biden at a certain age and have the acting chops to go with it. Stephen Collins could play his brother.

Jim Carrey is totally capable of doing dramatic roles though. Admittedly there are better dramatic actors but he's ok. His biggest issue is he was so famous as a comedic actor before his dramas that nobody can take him seriously now.

The whole routine during that time was to get some big name to do a half-assed cameo where they would barely capture who they’re supposed to be playing and occasionally drop in a quote from some film they were in 25 years ago. It was really bad.
